Yes. Starting from EXOS 22.2, the STP is enabled by default.
With STP enabled, all ports start in the blocked state. Once the ports become active, then the ports go through the rest of the STP process of listening, Learning, and then forward the traffic.
Therefore, when you check the inactive ports, it shows as blocked when using the default configuration in EXOS 22.2 as below.
